That's what they did last year with the shield. It was +10 TD, I believe. Instead of the normal +50.

I was the high bidder on the banshee armament (3 million) but refused to meet the reserve (10 million)

The item was a +10 TD 5x runestaff / shield / armor that was account attuned. Unfortunately, it was not a service, but an item.

Just got home, but yep was passed. +25 TD though. I'll post up a full list of what sold and how much at some point.
