In the Common language, it reads:
This note can be REDEEMed to increase an appropriate item's capacity by 10 pounds up to a maximum of:
Back and shoulder containers: 160 pounds
Slung on shoulder containers: 70 pounds
Torso, attached to belt, and front containers: 50 pounds
NOTE: If your item's capacity limit is lower than the service amount, the item is ineligible.
Tiny and extremely tiny containers are also ineligible for use with this note.

Golden Toy Chest Charm
You analyze your toy chest charm and sense that the item is largely free from merchant alteration restrictions.
The creator has also provided the following information:
The charm may not be altered by the majority of merchants (a select few might have special permission in certain circumstances.
Currently, the charm has 100 charges left. A recharging merchant may be able to recharge or add charges to the charm.
You can RAISE the charm. If you have a disk, the charm will transform how it looks.
You get no sense of whether or not the charm may be further lightened.
