So I found a robe that holds slightly large amount and was presently 4 lbs. when I did the analyze it said a talented merchant could lighten and deepen it. When it says talented is that a Sadie scroll or is that in game only? And building off that is there any mechanic to know how light or deep something can go or do you just kind of have to do it until you can't?

Light/deep is a common merchant offering (GM merchants that announce /spin or do room order) that will perform one service of making the item lighter or the pockets deeper.

Yes but can this also be achieved through scrolls for the analyze or does it have to be at a gALd event?

I think I answered my own deepening question unless someone else can clarify. If I have something that holds a large amount I can deepen it to max capacity for a large and that means max deep? Or does deepening change from large to the next tier?

To my knowledge, the scrolls only do the alter part.

Each worn location has a general "max" depth. I dont know where that info is though. The amount added per deep depends on the item, how many deeps were done and what the max could be.

The source of a Light/Deep is generally irrelevant, unless it's an Epic or other "above normal max" service.

"Talented Merchant" just means a GM Run service, be it an in-person merchant or a scroll-based Premium or Delayed Service.
