You cannot ensorcell at level 25.

At any level 35 or higher, and for any item, if you have no necromancy lore, you'll need to kill 1000 like-level creatures to store up enough energy for a T1. If you have necromancy, you will need less than 1000. See https://gswiki.play.net/Ensorcell_(735)#Necrotic_Energy for specifics.
