As you glance over the waiver you notice something written on it...
This will unlock or advance your ethereal armor's defensive strength flares. This waiver will take it from tier 1 to tier 2. This waiver will ONLY work if your item is ALREADY unlocked to tier 1.

You analyze your armor waiver and sense that the item is largely free from merchant alteration restrictions.
The creator has also provided the following information:
Your waiver is used to unlock the potential of things held in your other hand.
Your waiver will unlock the defensive strength flares of the ethereal armor line.
You need only RAISE your waiver while holding a compatible piece of equipment in your other hand.
Your waiver may not be altered or changed in any way.
