I've got a sancted greatshield that I like and was wondering how to obtain spikes for it. Is it a merchant service?

It's a merchant service.

It used to happen for Premium customers every other month, but unfortunately the GM behind it is on a leave of absence, I believe.

How often does the reactive spiking trigger from shield spike mastery?

I havent seen any official numbers but it appears like shield spike mastery triggers on 10% of your blocked attacks.
