Trying to figure out the cost benefits for armor for a sorc. It looks like (and please correct me if I'm wrong), any character can wear ASG:6 with no penalty to maneuver or spell hinderance. Is that right?
Can I get him into without training any armor ranks and have no penalties beyond encumbrancer perhaps?

AsG 1- "some normal clothes" is the best.
As for fulls, You'll want 4 ranks for maneuver penalty, but you can survive with 0 ranks.

The vast amount of sorcerers will use either full leathers (asg 6) for no spell failure, or Double leathers (asg 8) which has 2% spell failure. There isnt anything wrong with Reinforced leathers, but generally they are much harder to find and at that point you might as well opt for the head coverage of doubles.
Some (very few) sorcerers get into either leather breastplate (asg 9) or even cuirbouilli leather (asg 10), however you should consider that basically mutant armor training and not something normally done.
Personally, my sorcerer used full leathers from 0 to cap and I dont have any plans on changing.
I would go with either fulls or doubles, mostly dependent on RP and mechanically what is the best set you can get your hands on. 4 ranks to train fulls and 8 for doubles. You can do fulls without armor training if you want and pick up the armor training as you go. You should have enough training points to pick up 4 ranks easily. For doubles, you are going to need the 8 rank since it has an action penalty and more of an RT penalty.

Ya, I was afraid of that. I don't think this character can afford the tp's and I don't want to make maneuvers even harder for him to avoid.

Rock robes, they are fine. You shouldn't be hit as a sorcerer anyways.

Agreed. The benefit of armor is very little, at least at those amounts of armor. And I say that even though my main is a greatsword swinging, brigandine wearing mutant of a sorc, which is really only possible at cap, and with nice goodies.

Paladins have the ability to offset hindrance via Armored Fluidity. If you've regular access to the service, it can make hunting in heavier armor far less of a chore.

Just something to consider.
