It keeps asking me if I want to install gtk2 and I say yes. It says it downloads it and restarts lich. Then asks about gtk2 again, rinse repeat. any help?

Double check the .zip package you're trying to download.

Make sure you are downloading the most up to date lich .zip package from lichproject.org. Should be lich-4.6.37.zip

Happened to me once. You're probably trying to install on a built-in administrator account.
Try downloading the package and install manually via Command Prompt. Should resolve your issue.

How would I install manually via command prompt? I'm not the best with computers. I can download lich compressed. Should I extract all or go straight to the command prompt (if I can figure out how to do that on win10).

right click the .zip file, extract all... choose the folder you want to extract the files to. (probably just desktop or My Docs)
From there use the lich shortcut and try everything.
you are probably running lich out of the compressed file instead of a real working folder.

Appreciate the help, but I've tried this and I keep getting in the install gtk2 loop. I don't know how to install from the command prompt or I'd try that once extracted?
If you end up not being able to figure it out, I can send you a zip of the ruby folder that will fix it. I had this issue before on a computer and I just copied it over from another computer that worked. (If you have another computer with it working, just copy the whole C:\ruby200 folder over to your new computer same folder).

Okay, so ltlprprincess really took care of me and got me all straightened out. I can't stress enough how awesome she and everything around and about her is. Her awesome presence overshadows even my ending sentences with prepositions. A HUGE thank you!

I see you've resolved the issue. For posterity, would like to know what solved it? And to answer your original question on manually downloading and installing ruby gems, although now a moot point...
Step one -- browse to RubyGems.org and search for GTK2 (or whatever gem you're trying to manually install). Look for the download link in the far-right column about halfway down the page. Save the file to your Ruby bin directory, which is probably C:\Ruby200\bin\. It's possible you could install if the gem is outside of that folder, but depends on how you installed Ruby.
Step two -- open a command prompt. Type 'cmd' into your Cortana search area by the start button. When Command Prompt comes up, right click, and select Run as Administrator.
Step three -- browse to the Ruby bin folder by typing "cd C:\Ruby200\bin". And type "gem install {gem filename, minus the .gem part}" (all commands without provided quotes)
Step four -- bask in glory

Hey, thanks a lot for this. We ended up uninstalling everything, then redownloading everything and placing everything in it's own folder within a folder rather than letting the computer save things to wherever it defaults to. That bit of organization appeared to be key. Ltlprprincess is awesome.
