Is +5 crit padding worth even getting? It seems very token and possibly unnoticeable with Redux, not sure on the mechanics.

Crit padding is randomized for all armor over 6 points of padding. With the +5 crit padded armor, you are getting 5 points of padding on every hit or manuever attack. If you have +10 crit padded armor, then the actual crit padding varies between 6 and 10 points. +10 padded armor is still better than +5, but the difference is muted due to the randomness. The effect of +5 isn't always enough to save your life, but at higher end rolls it will almost always result in a crit rank one level lower than you would have received if you didn't have crit padded armor.

I always think crit padded armor is worth it, and with how cheap it is current at duskruin I would grab a set if you can't afford the armor with higher amounts of crit padding.

Should reduce the max crit in plate on 4/11 hits

Crit padding applies to a superset of damage that is subject to damage reduction. This is because damage reduction occurs only on attacks that target DS, while crit padding applies on that and more (the most obvious case is SMR, which is not against DS).
