Can you buy these or do they have to be made? I need one or two for a shield project!

Ehh, ok...I found one and used it but the problem is the -200 hinderance?

Holy cow. -200???? That's nasty. I guess I like it because only master enchanters can touch
enhancive gear for enchants and that at least we can do it but...rather expensive lesson to
find out. So I'm saving the shield and the 225k potion yikes .. ..

My pocket enchanted his own fusion fulls beginning around level 45, skewed for max skills and some stat enhancives, and finished before level 70
