I have no clue on all the new wizard stuffs. So I'm asking for your help.

I have a couple mandates:
1. Be a better enchanter. At least get in a vanilla 7x with relative ease.
2. Still be combat effective.

You're okay, but if you 1x wizard spells, 2x MIU, and max water lore, you'll be a better, faster enchanter. I think at your level you can likely manage at least 5x fusion if you do that.

2nd Briarfox. I wouldn't change a thing but maybe lore (based on need). If you want to enchant better, increase MIU, AS, and EmC to 2x, possibly by lowering lore or spell ranks.

Drop the lores unless you really love tonis bolt. Consider picking up water lore if you really want to focus on enchanting. Or reduce them enough to just pick up whatever special evoke bolts you want.
This is dependent on how much you hunt him, and/or if you want to enchant flaring stuff.

If you drop lores, use the additional points to MIU (you'll eventually need 150 to use Ayveneh without fail). Don't do AS/EMC to 2x, it's too expensive, and both Wiz/MjE impact enchanting.

6 ranks in Armor use? What armor do you use? It's 4 for full leathers, 15 for Doubles... 8 for Reinforced?

May have to move around your lore ranks. The amount of water lore you want will depend on how much time you spend on your wizard. I play my wizard about 4-6 hours a day and 35 ranks of water lore looks like it will be enough to max out my weekly mana pool. 35 ranks is also enough to give you a 7% chance to gain an extra 20 mana from mana leach.

I did my first potion the other day and I have to say it was fucking awesome having a 1-2 day wait on my final pour for a 5x project. I think my only complaint is that it doesn't affect an entire potion rather than just one pour. Overall investing in it is well worth the training, if you do any enchanting at all I would suggest that any wizard get at least 5 water lore.

In the past with my wizards I have always gone fire, with the investment in water lore now I am going with an acid build and am hunting 5+ levels over mine with little effort. I'm pretty impressed with what they have done with water considering it used to be worthless.

For hunting, I leaned toward maxxing "magical" ranks (2x MIU and 2x AS) for runestaff DS.

I saved lores for cap, spell ranks are more important.

All spell ranks are a factor, including MnE and MjE... for the purposes of a vanilla casting, I wouldn't place a heavier emphasis on WIZ ranks as a pure build, and would continue following general training guidance to maximize hunting capabilities.

While it's not a super straight forward equation, as it's a factor of level and other training skills, but in general, 2x in MIU/AS is only slightly above a rank in single rank in MnE in DS contribution, and less than a rank of either WIZ or MjE for DS... This is specific to wizards due to the stance mod of Parry being .2, whereas other classes that hunt from guarded get a parry stance modifier of .6.

That is all based on training ONLY for DS, you also get added CS/Duration/Spell Potency on more spell research. Furthermore, DS modifiers from spells are not removed like Parry DS is when you're immobilized (which is pretty much a death sentence either way). Given the modifiers for MIU to 517, utility with 420, and use in pre-tempering and enchanting, I would only recommend wizards consider 2x MIU, not 2x MIU and AS.
