How does defender weapons work with premium enchanting? I've heard they changed it around not too long ago. Are defenders even premie enchantable?

See the wiki. It's covered there, though the verbage is clunky, and to be honest, I don't know who fucked up the wiki but it's much harder to read now than it was before the recent changes. It went from pretty decent to amature hour in terms of interface. That asside, basically you calculate the base enchant cost, and then add 100x the defender points, so a 1x defender would add 500 PPs to your cost, a +30 defender would add 3000.

Expensive. A follow up question, sorta. Do Knockout flares flare only when your original attack hits the head or flares regardless of where you hit the body initially?

The wiki is being worked on I think. It was briefly fixed and broke again.
I believe knockout flares used to flare to hit the head when you hit the head. I think Paul here can confirm and may have created it. But it was updated around CCF in 2014 to work for UAC weapons and maybe was adjusted then, or there are other versions, because the blackjacks from Black Swan flare to head when hitting other body locations.
