Don't forget if a wizard buys, they can use spell 520 Mage Armor that adds a minimum of 5 points of padding that stacks with other forms of padding, essentially making this armor at a minimum VHCP for wizards. I believe decently padded leathers got a significant bump in value with the introduction of that spell.
