The high-end items folder is typically for items that start at the very least at 5 million silvers. Unless I'm completely off, The shield is not worth 5 million. Being that silvers are going for maybe eight dollars per million, that would be a value of $40 if it was worth 5 million, and typically characters level 40 or over are going for more than $40.
