I've recently built a new pc, and wanted to move my old hard drive over. It works fine on my old system, but it wont boot up and locks up on the menu where it asks if i want to run in safe mode, it counts down then reboots. wont let me choose, it wont boot up from the cd rom unless i disconnect the hard drive. any ideas?

Your operating system is designed and configured to run on the old computer. All the drivers and system files are set to recognize the hardware on the old computer, not the new one.
You will have to reinstall the operating system for it to work on your new computer.
Backup the registry, reinstall Windows XP (I hope it's XP), and then restore the registry.
