Might be an odd silly question...

If I RETIRE a character through the manager screen and then close it out... does that name become available for someone else so it's not stuck in the system? Or would it still be stuck for non use (as if using the delete via the website).

I'm almost certain I've tried this before and the name does become available however my memory is shoddy so I wouldn't listen to this post.

Yes, if you retire it does open the name. However, it immediately lets you choose a new name and you can pick the same name to lock it back up again. Then just let the name sit on your account inactive, if you want. Then nobody can take the name if that's what you're worried about.

I've often retired to reuse names I have. I usually retire and then when is asks to create a character name I make it into gibbeirsh and then deactivate the gibberish name on the website to free the slot.

I want to free up a name that can be used on another account someday by someone. I'll take the chance and RETIRE it and shut down Stormfront in hopes the name is available again.

Rename the character to something else after rerolling.

Appreciate all the responses. Probably safer to do SashaFierce's suggestion... just throw in a random name during the retire/rename process. :)

Rerolling and renaming the character to something different absolutely works if your goal is to transfer the name to another account without paying a fee.
