It's just a bloodrune, I believe they can be made by chiseling the totems. Not a rare one or anything I don't believe.

Easy once you have all four moons made, which includes the golvern segment, and the pendant from the arena.

Lots of digging or sewers to get make the moons, and a LOT of luck to get a segment, and a LOT of luck to get the pendant. I found a segment and made the moons myself, and bought the pendant from someone.
