Voln Armor

I'm working on a project piece right now. I have some Voln full plate. I was planning on padding them once I finish the enchantments, but I'm curious as far as the "phantom critical padding" mechanics go...

Is the crit padding only in effect against hits landed? Does it only take effect against undead landing hits? Is it random? And most importantly...do they stack with permanent crit/damage padding?

I have a set of heavily damage padded plate now and I enjoy the benefits of the damage padding. If I heavily damage pad the Voln plate, will I, in essence get permanent heavy damage padding and stacked random crit padding?

Totally lost. Any help would be awesome.

Yes, but flares fairly often.

Yes. This was one of my biggest gripes when they were overpricing voln armor enchant/padding via PP. They were charging for the padding aspect of the armor as if it had permanent padding, which it does not. AFAIK, they are considered two completely separate things now.
