In the Common language, it reads:

This will unlock or advance your ethereal armor's defensive strength flares. This waiver will take it from tier 2 to tier 3. This waiver will ONLY work if your item is ALREADY unlocked to tier 2.

Super neat, no idea who has ethereal armor but I suspect this will be quite valuable to them

People can also do reim a bunch to get it as well the armor that is
