My 30 days is almost up on my rogue, looking for some advice or a look over on some stats. Rogue is half-elf and the plan is for him to be a picker primarily. Currently have him set up for just UACing from the open, but will likely change that around before the 30 day end. Came up with the below set of stats based on an opitimizer set for level 40. Any feedback, tips, advice, blah blah, would be appreciated.

Love that you're targeting level 40. I do the same thing with most of my characters because I play so inconsistently (few month binge, off for a year or two) that the highest I've gotten someone is 35 (sniping ranger. Love it. He's still my favorite to play with, but I'm being ADD at the moment about him).
If you ever have any designs on going to CoL, then you'll have major Spirit point issues. If that's not, nor will it be, your aim, then you're good. I happened to like CoL for my ambushing Rogue because its just straight AS buffs, and the ambushing took care of a lot of other issues with DS pushdown and crit weight, so having the highest AS boost that lasts for a maintainable amount of time with minimal mana was the way I chose to go. Because you're UAC, I'm imagining that you're Voln. If undead and Voln is where you're comfortable, then ignore me.
Even for targeting level 40, I would say your starting agi, dex, and con might be a little high. They all seem to max before 30, and dex before 20. Be be an effective locksmith at that level DEX doesn't need to be maxed that early. Don't be afraid to slow them down. It still depends on what boxes you're having your toon pick, but still, you'll probably be fine dropping those down a touch and targeting 40 for them to max if that's the endgame. Even constitution seems very high unless you're using a ton of stamina. Setting them to:
Con 88
Dex 86
Agi 82
would still max you out reasonable close to 40 and have 24 more points to split up. Wisdom will help with TD, but personally I don't like tanking more than 1 stat, so I would consider putting many of those into Aura, especially considering 407 and 408 use Aura Bonus to determine success. If you're planning on fixskill to a pure locksmith after you get your character where you want it, I would consider this. then you can pop boxes without having to do guild stuff to get acid vials. Time saver for a pocket rogue.
Also, remember its really hard to completely ruin a character in GS.

I am going to to be the voice of dissent here and I will try to explain why. I understand the desire to set stats for a lower level than cap, it makes you a much more effective hunter at lower levels, but, and I say this as someone that has brought 5 alts to 60's and 5 others to mid 40's. with 2 of those 10 being under GS III stats because I am an idiot and missed the free stat allocation when I came back.
The first 20-30 levels are without question the easiest in the game, and made especially more so by the advent of the Adventurers Guild. Add on top of that the ease of which it seems to get mass spells makes titling and the next 10-15 levels still pretty much a cake walk. Maneuver based critters do not seem to really kick in until mid 30's and as a rogue that should never matter to you anyhow, your perception, at somewhere around 2.5-3X as a picker along with 1X PF should protect you from all but the luckiest of rolls.
I start all my alts now with stats set to max at cap, the only stat that is ever annoying to me on my square and semi's is strength, not because it impacts AS, because there are easy enough ways to overcome that, it is encumbrance. I had to pay very close attention to how heavy my paladin was at all time before he titled, but he swung a polearm, as an open ambush UAC rogue, RT should not be an issue for you, even if you get a little heavy, add in the ability to pick boxes in the field and you are already way ahead of him. And now with the simustore, there are ways to overcome encumbrance, or just find an old warrior and ask to have your armor adjusted.
If you look at it as a math problem, stats set to cap will be 40% to max at 40 trains, not 40 percent of 0, 40% of the difference between starting and 100, which is a long ways along the path. Add in, if you ever want to sell that alt, stats set to cap are a lot more desirable than set to 40.
Just my opinion, like jumbodog said, it is actually pretty hard to screw up a character in Gemstone, especially a rogue.
