0x when not activated. 2x when activated and flares every hit. Wave to activate. Wave at target for immolation attack with no checks, etc.
My last test from fully-charged let me use the wave attack 9 times in a row, followed immediately by 6 consecutive flaring swings. Which indicates way more charges than I initially thought and/or wave attacks costing less than I thought. Recharges once every minute or two as a guess. Has always been ready for me to go after each rest, most likely because of how I'm using it for TWC.
Some examples below. Not sure if ogres are just vulnerable to them for some reason, but these immo swords have a nasty habit (70% or higher) of critting the eyes.
