Just curious, what is the effect of this spell on casting an elemental spell (say 415?). no effect?

No effect with elemental spells. Sorcerer spells get half the CS bonus (+7).

It's actually a bonus of +7.5 to sorcerer CS. Bonuses round up, but they are combined before rounding. If you have some other bonus of 2.5, for example, then the two will combine to +10, even though 1612 would otherwise give a rounded bonus of +8 and the other spell would otherwise give a rounded bonus of +3. I have a 1612 item that always adds +8 to my sorcerer CS.
