Just checking for clarification: #1 says that "Spell Aiming BONUS" requires 113 trains. Is 113 correct or a typo?

Typo, it is level 13

No prob, for the record no item requires over level 100 since no player is over level 100. That would be a very cruel joke!

The highest items are at level 100, but won't be found in the treasure system. My torc for instance!

Enhancives can range from no level requirement to 100.
