The raffle is for "Padding. (Restrictions: Items over +40 cannot be padded. Padded is equal to "heavy" and will not exceed that level. Non-fluff scripted items are NOT eligible. Final price dependant on item chosen. Winner must arrive promptly to claim this prize. ".
The tickets sell for 25000 silvers each.

For people who want to ditch what they have currently, I would guess? Since it's not an option at the regular feature pavilion or Shear Delight, as those don't have the unique line offered.
