I have a level 22 elven bard available. Level 17 in Guardians of Sunfist. Capable loresinger.

He does not come with a fixskill. I bought him myself about a year and a half ago just to have a pocket loresinger and he's been great for that. From my personal experience, even at level 22, he is a capable loresinger. I more or less followed Whirlin's bard guide on his training as an ohe/shield user. He is level 17 in GoS and belongs to a house, so you'd get an extra 30 locker spaces on top of the normal 50.
