You might want to give a bit more information on exactly the sort of properties and costs you have in mind.

What Menos said. I would define anything player forged at least superior and enchanted to 4 or 5 as pretty darn good. so it is all subjective.

That said somewhere I have a 4X DCW lance with a T1 ensorcell on it if that is along the lines of what you are looking for,
