Have you checked the various threads in here? Don't really want to to reinvent the wheel if we don't have to.
First thing --> Run as Admin.
Second thing -->How are you launching Lich? Quick entry? Website? Lich entry? I would try it each way.

I've checked all the posts. I've tried running as admin. I'm on windows 10. I've tried launching thru lich, quick, website, and even custom.
Should I click on Lich and run as admin? I believe I've tried that. Thanks for helping, I do appreciate it!

I deleted and reinstalled everything and followed the guidelines to a T. I clicked Ruby and did run as admin during the install. I still can't connect through any of the options. Directly through lich, custom, or link to sge.

I had someone else mentioning the same thing to me earlier today. in his case he couldn't ping the IP of either the playershops website, or the lich central IP, I Suspect routing issue via ISP, you in the south?

Open your file manager and find rubyw.exe, which is probably at c:\ruby200\bin\rubyw.exe
right-click on it
select properties
select the compatibility tab
check the checkbox next to "run as administrator" or something to that effect
This is a security risk, but.. you know.. Windows and whatnot.

Pretty much running into the exact same issue myself, however not on Windows 10, on Windows 7. Have gone through all of the threads that I can find with the same results. Even the much touted run as admin has no impact on this. Goes through various connection methods, have seen 1,2,4,5, and 6 so far, all with the same end result. In regards to the pinging of the player shops, pings work just fine so not sure that's the issue. It generates a .sal file in the temp folder depending on the connection method used, but no results when trying to load the .sal file manually. I wouldn't imagine it's a permissions issue, unless the connection log is generating false information in that case.

Arglebargle, do you have a space in your folder path to the .sal file ? does the windows version of ruby handle spaces well without being in quotes ?
C:\\PROGRA~2\\SIMU", :lpParameters => "C:\\Users\\Patrick Roppolo\\Documents\\lich\\temp\\lich5235.sal")
See how the first part uses short pathnames and the second doesn't ? could that break it ?

So just for shiggles I tested this out on an XP VM that I have laying around for other testing purposes, followed the download instructions and am up and running. I'm thinking the issue is the SGE launcher, as I recall having issues with that previously on Windows 7. Going to go back through step by step and see what I can come up with. I also have a fresh 8.1 install that I can test with as well to see if I can replicate the issue. Will update when I have further info.
Also to answer @chalion no spaces in the folder path for the .sal file at all.
Edit: Fresh install on the Windows 7 box, still running into similar issues, however I can now click the .sal file in the temp folder and get things to load. Investigating further, but willing to deal with the small headache for now.

I'm having this same problem, but trying to log into DR with Windows 8.1
The custom launch command that works on my previous computer (which is just Windows 8) isn't working on this new one:
Stormfront.exe /GDR /Hlocalhost /P%port% /K%key%
C:\PROGRA~2\SIMU\STORM
It also sporadically does weird things like throwing errors or opening the documents folder so for some reason >.>
I was able to get SF to launch, but it wasn't able to connect and I got this:
*
* connect failed: gethostbyname() returned 11001
