looking for someone to enchant this from 0 to 4x

an etched spiked steel aegis

It imparts no bonus more than usual.
It has been infused with the power of a dark substance.

It is a large shield that protects the bearer if carried in the left hand. You also notice that it is spiked.
You could wear the aegis, slinging it across your shoulders and back.
It has been mainly crafted out of steel.

It has flares, you will need to use premium points. Which would be a waste.

Just a thought...Not sure if you are attached to this particular shield for some reason, but there are about 7 shields in player shops that are 4x (+18/+20) with flares (one that is also void flaring), and a few with enhancives and all range from 80k - 350k. Might be an easier way to go. Just thought I'd mention it.

Not terribly. Sanct shields w/o flares can also be enchanted. So if you like spikes, and need sanct, find one that isn't flaring and you can have it enchanted.

This may be the deciding factor to go premium... The alter scroll do they work at any time or do they have to be when a merchant is present doing alterations

You can use your points at any time, but you have to build up enough points to use first for the service you want. You grab a scroll and tell them what you want to use your points on, then you hear back in 3-14 days.

If you're just standard pay account, and you're patient, you can get stuff done without being premium. In my opinion, which I'm sure others have their own, the reasons to be premium are having access to FWI which means you've got a common place to meet people around the lands to sell stuff, exchange services, without having to travel, etc.; be able to have multiple characters without paying an extra $2.50/month for each, and premium cross realms teleportation. I found the premium points and extra access to merchants just to be a bit of a bonus, but not much.

Yep, got a nice 5x Tower shield with spikes and a weapon harness built in with some stats which have been floating around for 800k lately. Or grab one from Roblar for 1 mil. I use 1604 each time I go out.

Probably a LOT cheaper then trying to go get an enchanter/spikes/prem points.

i have a 4x spiked vacuum flare aegis in the landing I could let go. Not sure what the going rate is.
