It looks like you are going the pure warder route (runestaff; no spell aiming or weapon).

If so, you want more cleric spells to boost your CS ASAP. The pure warder recommendation up to level 30 on this page seems pretty good to me.
https://gswiki.play.net/mediawiki/index.php/A_beginner%27s_guide_to_playing_a_cleric

You could consider picking up arcane symbols as another cheap magic skill to train in to help boost runestaff defense.

For your at-cap projection, the lores and full 2x HP seem high and more like post-cap goals. I recommend that you 1x perception up to cap to reduce maneuver deaths which will kick in mid-life with a vengeance. You definitely want your cleric spells to be seriously higher when you hit cap. Mine were and I don't even run a pure, I've got a capped bolter/302 smite cleric.

Just my quick feedback and there's definitely folks around here that can give better math and stuff than me. :)

Hrm, thought the lore was kind of mandatory glad to know I can eke some of it out

Unless you're including enhancives in your training plan, you're not getting 233 Spiritual Lore. Lores are like spells; all Spiritual lores draw from the same training pool, and cleric training caps at 2x.

Jesus, I didn't even notice that, well that screws my entire Tsoran sheet. Thanks Gnomad for saving me a crap ton of aggravation later on

You honestly don't need to worry about more than 10 climbing and 5 swimming until much later.

Likewise, Harness Power can be trained 1x. You're just blowing points on 2x. Perception at 1x as well. MIU at 1x as well, probably .5 to dump more into spell training.

Okay with that correction in mind adjusted to this, I'm not set in stone and I'm looking to be able to chrism, raise and hunt close to my level
Armor Use 8 (0.1X)
Physical Fitness 27 (0.3X)
Climbing 50 (0.5X)
Swimming 50 (0.5X)
Perception 101 (1.0X)
First Aid 50 (0.5X)
Survival 46 (0.5X)
Arcane Symbols 86 (0.9X)
Magic Item Use 114 (1.1X)
Harness Power 115 (1.1X)
Spirit Mana Control 32 (0.3X)
Spell Research 261 (2.6X)
Major Spirit 64 (0.6X)
Minor Spirit 72 (0.7X)
Cleric 125 (1.2X)
Spiritual Lore 187 (1.9X)
Blessings 90 (0.9X)
Religion 70 (0.7X)
Summoning 27 (0.3X)

I really like mana control for it's mana-per-pulse and runestaff defense. You'd also want to single in PF for life.

I thought once you hit max health PF was really a take it when you can fit it in to help with maneuvers?

Maneuver defense, stamina if you join GoS, plus some other minor stuff. I think 1x PF is standard for all classes nowdays.

I personally think you're over complicating this training plan. Based on what you're aiming for, I'd do:

Armor - 8 ranks for doubles
PF - 1x for life
Climbing - 0.5x
Swimming - 0.5x
Perception - 1x for life
First Aid - 0.5x (this is fine for tending in the field
Survival - 0.5x (not sure I see the value here at the ranks for FA and Survival, to be honest. I'd drop it)
Arcane Symbols - 1x (why .86x??)
MIU - 1x (don't go over, not worth the points, does nothing for you, invest in AS and get the same defense bonus with no loss)
Harness Power - 1x (that's a lot of points to get 15 extra mana at cap. It'll be pointless by then)
Spirit mana control - either .25x or .5x, no need for anything inbetween
Lore - all you need for chrisms is 40/15/60, so do what you want with the excess, but that's overkill to me

Spells!
Keep cleric at LEAST +21 over level, aim for +41 or +61 at cap, in my opinion.
Don't exceed 2/3 level with minor and major spirit, it has no return on CS at that point
Goal at cap:
169 cleric
67 major
67 minor

Bah, you're right, the 40 religion is for 317 and 302 benefits, I'm stupid. 15/25/65 is correct for chrisms.

Very minor, but:

Cap spirit mana control at 30. There's no value from the extra 4 ranks there
Cleric spells should cap at 169 ranks, minor and major spirit at 67 each.

A minor correction, the CS cap for cleric spells is at 166 leaving 3 ranks to be placed wherever. I suggest MnS because it nets more DS.
