Title says it all. For an item with a functional script, so probably harder than normal, easier than fusion? Looking to take it from 4x to 7x.

Trollbane (flares). Item is currently blessable.

Banditbane weapons can't be player enchanted, and I would imagine that trollbane or any of them work the same way.

To the best of my knowledge, yes.

What Velfi said. Banes of any type are not player enchantable.
