I would definitely go for something with padding over something with higher enchant. I'd rather have 6x HCP than 10x without padding. The biggest change I ever noticed in survival was when I bought my first Forest Green Brig. I'm not sure what profession you are, I'm a cleric. It may not be as pronounced for the tougher classes like Warrior & Rogue.
