Does anyone know where I can find these? I can only find the one from 2009, I think can remember reading them when details of 950 were posted.

>> Enchant Item (925): The spell will be updated to provide much more information to the caster, such as their chance of success when CASTing the spell, while CHANNEL would actually attempt the enchant, which would also provide more feedback regarding their luck for the attempt. In addition, tempered items will no longer shatter, but still cannot be used during combat. At 100 ranks of each lore type, a wizard is able to enchant an item with those flaring properties (e.g. a wizard has 100 ranks of Elemental Lore, Water so they can enchant cold flaring weapons). Enchanting such weapons apply a penalty, which can be further mitigated by additional lore training. This requires a alchemy created pre-temper potion. Lastly, training in Elemental Lore, Water will allow a wizard to store trace amounts of mana from each pulse, which can then be infused into their tempering potions to reduce the temper time. (Exact details to be released later, but this bonus will only apply to water mages who actively gain experience each week. For example (these numbers are completely made up), if you had 100 EL:W ranks and were online and gaining experience (through hunting or any other means) for 10 hours during a week, you would be able to reduce your next temper by 20%. The high end (actual numbers) for this benefit cap at around 243 lore ranks with 10 hours online, to receive a 30% reduction.

That's the document to which you were referring. I think they added a bit more later, which is what i'm digging for now.

a bit more:
Enchant Item (925): wizards will be able to enchant elementally flaring equipment that matches their attunement without any lore requirements (but still with a high penalty if they choose not to mitigate it). To enchant other elements will require 100 lore ranks. However, the same Elemental Lore, Water bonus that actively played wizards will be able to use to reduce their temper times can instead be applied to work as phantom lore ranks for enchanting other elements, up to +50. So if a wizard gained the maximum amount of points for a week and only had 50 EL:F ranks, the water lore points could be spent to allow then to enchant a fire flaring weapon. The points would take the place of the missing 50 lore ranks. Ultimately, if you're an active water mage, you can have reduced timer times or be able to enchant more elementally flaring equipment with less lore ranks.

Last I spoke with the GMs, the real curveball in the 925 changes was the lack of a current mechanism for reattunement. The problem is that they need a mechanism that's difficult, but not prohibitively difficult, and easy, but not so easy that a wizard reattunes for each enchant cycle.
Then there's the Dreaven factor where if it's a quest, it shouldn't be able to be easily scripted!

I wonder if the major difficulty for revamping 925 is all the current projects under temper times creating an issue under new mechanics.

With something like this, if that was the case, i would say...just go ahead and make it so that all current projects end at get their +5, then put in the new system. Just dont tell folks you are doing that. Sure that means that folks get it simply, but honestly, thats not a big deal.

That really shouldn't be a concern.
Honestly, enchant is revamped so rarely, it makes the most sense to present the new mechanics, offer a one time change in attunement, call it a day.
If its revised in the next decade, offer a new one time change.
Simple.
